Treat heated tobacco as two separate travel items: the electronic heater and the tobacco sticks. The device needs an airline battery-and-smoking-device check; the consumables need destination import checks. A cigarette allowance does not automatically answer either question.
If the airline accepts the heater, plan to keep it in the cabin with activation prevented. Do not use it onboard. This guide uses official sources checked on 26 September 2026 and contrasts Great Britain's personal allowance with Singapore's prohibition.
Inventory the device before counting sticks
Write down the manufacturer and model, including any separate battery-powered holder or charging case. Photograph the capacity markings. A kit sold as one retail product can contain more than one powered component.

That broad wording is useful for heated tobacco, but do not assume every airline uses the same categories. Ask about “a battery-powered heated-tobacco device” and provide the model, rather than asking only about cigarettes.
The FAA prohibits onboard charging under its electronic-smoking-device guidance, which describes liquid-vaporising devices. A practical plan is to charge at home, switch off and lock the heater using its instructions, and pack it in a case that protects its controls. Keep the device accessible for a last-minute bag change. Do not connect it to a seat socket or charging bank while waiting for clarification onboard.
Great Britain: count sticks within the tobacco allowance
For arrival in England, Scotland or Wales from outside the UK, the personal allowance includes 200 heated-tobacco sticks as an alternative tobacco allowance. Travellers must be at least 17 to receive a tobacco allowance. Goods must be carried personally for own use or gifts, and allowances cannot be pooled between people. GOV.UK Great Britain allowances
A mixed allowance can be split proportionally. For example, 120 heated sticks use 120 ÷ 200 = 60%; 80 cigarettes use 80 ÷ 200 = 40%. Together they use 100%. Adding another 20-stick pack takes this example to 110%.
Exceeding the allowance requires declaration and tax and duty on the whole tobacco category. This is a Great Britain arrival rule, not a Northern Ireland allowance or permission to sell the goods. GOV.UK scope and excess goods
Make pack arithmetic unambiguous
A carton is packaging, not a fixed unit. Read the number of packs and sticks per pack instead of entering “one carton” in your notes.
Imagine eight sealed packs labelled 20 sticks each plus an opened pack containing seven. The physical count is (8 × 20) + 7 = 167 sticks. The opened packet still contains tobacco, so include it in the inventory rather than counting only shop-sealed boxes.
Keep that number separate from the device count. “One heater, one charging case, 167 tobacco sticks” gives an authority a clearer description than “one smoking kit.” If you also carry cigarettes, cigars or loose tobacco, list each separately for the applicable destination calculation.
Write the departure country and arrival territory above the inventory. A label showing where the product was manufactured is useful information, but it does not replace the travel route when selecting an allowance.
Singapore: a tax allowance cannot solve a prohibition
Singapore's Health Sciences Authority explicitly identifies heated-tobacco products such as IQOS as prohibited products. For a connection, establish whether you enter the country and obtain specific advice for your transit arrangement. This article does not establish an airside-transit exemption. Ask the right authority the right question
Send the airline the device model, components and flight numbers. Send customs or the destination tobacco regulator the product type, quantity, traveller age, origin and purpose. These enquiries solve different problems; keep the answers beside the corresponding inventory entry.
