You may be able to bring a vape on a plane in cabin baggage, but airline acceptance does not mean you can take it into the destination country. Check the device, its batteries, the liquid and the destination's import conditions separately before packing.
This guide uses official sources checked on 24 September 2026. Australia, Türkiye and Greece illustrate different questions to resolve; they are not interchangeable examples of a worldwide vape allowance.
Start with the airline and the device
For US aviation carriage, the FAA requires electronic smoking devices to stay on your person or in carry-on baggage, with effective protection against accidental activation. Spare lithium batteries also need individual short-circuit protection. Charging a vape or its batteries aboard the aircraft is prohibited. FAA vaping-device guidance
Use the manufacturer's locking or shutdown method and a suitable protective case. A device loose beside keys, coins or other objects is a poor packing arrangement. If the battery is removable, follow the device instructions and protect it individually rather than placing it loose in a pocket.
American Airlines allows electronic cigarettes in carry-on baggage, not checked bags, and prohibits onboard use. It specifically tells travellers to check the countries they travel to, through and from. American Airlines restricted items

Keep the liquid decision separate
Make an inventory of refill bottles and filled pods. Record the quantity and nicotine content from their labels. Keep the packaging readable so you can answer an airline or customs question without guessing.
Airport liquid-screening rules still apply to refill liquid. For example, EU passenger guidance includes liquids and gels within its cabin container and bag restrictions; a vape does not create a general liquid exemption. European Commission passenger security guidance
A destination's total import quantity is not a permitted cabin bottle size. Equally, dividing liquid into small bottles does not increase a destination's total allowance. Count the complete supply, including what is already in cartridges, when asking the authority how its rules apply.
Australia: a specific traveller exemption
Australia's TGA describes an exemption for people arriving by aircraft or ship with vapes for their own treatment, or treatment of someone in their care travelling with them. The limits are two vapes, twenty vape accessories such as pods or cartridges, and 200 ml of liquid vape substance. TGA traveller information
This is a conditional exemption, not a general shopping allowance. Do not interpret the figures as permission to bring stock for friends or resale. Controlled-drug products need separate assessment; do not use these numbers to justify bringing cannabis products.
As a worked packing check, take two devices with empty tanks, six filled pods labelled 2 ml each, and 60 ml of refill liquid. The full liquid total is (6 × 2 ml) + 60 ml = 72 ml. Two devices, six accessories and 72 ml are within the numerical ceilings. Eligibility still depends on treatment purpose, contents and the accompanying traveller conditions.

Türkiye: check the amended circular, not an old allowance
For travellers aged 18 or over, Circular 2020/7 provides for one device already in use, with alternatives of up to 200 heated-tobacco units, no more than 30 ml of cartridges or solution in total, or a limited number of disposables. The original circular provides no exemption under Decision 2009/15481 for these products. It says excess goods are held in the passenger-goods store for return on departure and destroyed if not collected within the applicable period. It applies the entry treatment to land/sea transit, while excluding air transit where the baggage does not enter Türkiye's customs territory. Greece: product standards are not a personal allowance
The Greek Ministry of Health describes nicotine product-market requirements including refill containers up to 10 ml, tanks or cartridges up to 2 ml, and nicotine concentration up to 20 mg/ml. Greek customs also publishes specific excise guidance for refill liquids. A retailer selling a product therefore does not establish how a traveller's import is taxed or permitted. AADE refill-liquid circular
This guide does not claim a Greek personal quantity exemption. Give customs your origin, product type, nicotine strength and total quantity for a route-specific answer, using the Greece vaping reference as a starting point.
A final packing check
- Confirm the airline permits the device.
- Check entry and transit separately for each country.
- Record the liquid volume and contents accurately.
- Protect the activation control and spare battery terminals.
- Keep the device with you if a cabin suitcase is gate-checked.
- Do not use or charge it aboard the aircraft.
Does nicotine-free mean unrestricted?
Do not assume so. Describe the actual liquid and device to the destination authority rather than asking only about nicotine. The aviation battery and liquid-screening questions still exist even when a product contains no nicotine.
What if the rules remain unclear?
Resolve the uncertainty before travel or leave the device and liquid behind. Moving a vape into checked baggage is not a substitute for meeting an airline or destination restriction.
