Bringing cash into Saudi Arabia: declarations and conflicting threshold guidance

Prepare your cash inventory and declaration while understanding the SAR 40,000 versus SAR 60,000 conflict in official Saudi guidance.

This guide covers money accompanying a traveller, not a cash shipment. It explains how to prepare a declaration despite the conflicting published figures; it does not certify an effective date for a legal threshold change.

Why some answers still say SAR 60,000

The news notice is dated 16 April 2023. Its body says SAR 60,000 or more. The operational declaration page says SAR 40,000 or more, and the separate traveller declaration service repeats SAR 40,000.

A website’s “last updated” footer is not, by itself, proof that a particular legal amendment took effect that day. These sources do not establish that timeline consistently. The practical response is to show customs the real inventory and resolve the discrepancy before passing the declaration point.

If you carry SAR 45,000, this is not an academic distinction: the amount exceeds one published threshold and is below the other. Use the current service instructions and ask ZATCA for confirmation, rather than choosing whichever search result permits less paperwork.

Count more than the riyal envelope

ZATCA’s service covers currencies, bearer negotiable instruments, gold bars, precious metals, gemstones and jewellery. The form is not limited to Saudi banknotes. Categories on the declaration service

Prepare an inventory with separate rows for each currency and each other potentially reportable item. Record ownership and the basis for any valuation. If you have a mixed collection of cash and valuables, ask how the authority wants their values aggregated; this guide does not invent a separate allowance for each category.

Keep the original currency amounts even after converting them into riyals. “About forty thousand” loses the information needed to explain a borderline total. For jewellery, keep identifying details and available purchase records rather than using a guessed rounded value.

Worked examples: equality and mixed currencies

Riyals only: SAR 39,500 plus SAR 500 in another wallet totals SAR 40,000. Equality is included in the current service wording. Counting just the main envelope would produce the wrong result.

Two currencies: SAR 24,000 plus foreign notes valued at SAR 18,000 gives SAR 42,000. This is an illustrative conversion, not a live quotation or a customs-approved exchange rate. Verify the valuation method with ZATCA.

Cash and a necklace: SAR 32,000 in notes plus a necklace estimated at SAR 12,000 creates a combined inventory value of SAR 44,000. That arithmetic is straightforward; the legal aggregation and accepted jewellery value still need confirmation. Present both entries rather than assuming neither matters because each is below SAR 40,000.

The purpose of these examples is an accurate description of the movement. They are not suggestions for dividing property among passengers.

Prepare evidence of ownership and origin

The traveller-service page asks for official papers showing ownership and explaining the origin of declared funds or property. It also says to provide the electronic declaration reference to the officer to complete the procedure. ZATCA service requirements

Match your records to the story they actually support. A withdrawal record explains a withdrawal; it may not explain the earlier origin of the money. If someone else owns it, do not describe it as your own savings simply because it is in your bag.

A useful private folder pairs each inventory entry with the available evidence and identifies any gap to discuss with ZATCA. Keep account details and copies secure rather than posting documents into public help forums.

Finish the process at the port

ZATCA’s declaration page requires a declaration-office visit for the relevant cash and valuables, even after electronic filing. For arriving airport passengers, it locates the office after passport control and baggage collection. Where to complete the declaration

Keep the reference accessible and allow time before onward transport. An online submission is a preparation step, not a reason to bypass the officer.

The cash-reporting figure is not a duty-free shopping allowance or a promise that every movement is lawful. Goods for sale, restricted articles and gifts have separate customs questions. Consult the Saudi accompanied-cash reference alongside the primary sources above; where figures differ, raise that difference explicitly.
